Aside these two main characters like Dawood Ibrahim and Chota Rajan. Verma said the key characters in the film ‘Government’ will be the characters based on Anees Ibrahim, Chhota Rajan’s wife Sujatha, Monica Bedi, National Security Adviser Ajit Doval, former Prime Minister Manmohan Singh, Bala Saheb Thackeray, Abu Salem and gangster-turned-politician from Mumbai, Arun Gawli.
Ram Gopal Varma’s Government will be based on real life underworld rivalry, in which it revolves around the post split intergang enmity between Rajan and Dawood and the sudden rise of Abu Salem
