Lockdown 4.0, which came into effect on Monday, saw shops and markets — except those in malls — opening, and autos, buses and cabs operating within the State guidelines.
The home ministry, in its guidelines for Lockdown 4.0, added that the interstate undertaking of vehicles will be allowed with the mutual consent of the states and union territories concerned. The interstate movement of all vehicles, except those transporting essential services and goods, had been postponed since March 25 when the lockdown was first imposed.
With the recent development, all domestic and international passenger flights, regular passenger trains and Metro services will remain suspended till May 31. A standard operating procedure for bus operations may also be dispensed by the Centre, a senior official of the home ministry said.
The Central government has also put the responsibility on states to decide the various activities to be allowed across red, orange and green zones. However, strict perimeter control has to be upheld, and no movement of persons can be allowed across containment zones, except for medical emergencies and to maintain the supply of essential goods and services, the order clarified.
Till Sunday, 348,634 passengers had booked tickets worth Rs 69.33 crore for the premium trains, according to the railways ministry.
